105

Council took a five minutes recess at 8:02 p.m.

Council reconvened at 8:04 p.m.

7. Continued Discussion on the Five Year Capital Improvement Program (C.I.P) for Fiscal
Year 1993/94-1997/98

Mayor Tarver requested that the summary table that shows the 1992 projects also include
the 1993 projects.

Mr. Bocian confirmed that the $750,000 for Fire Station #4 would be used for future
years. Staff is recommending that construction occur in 1995/96 for this project. The $750,000
will remain in the Capital Projects Reserve Fund to earn interest during this interim period.

Mr. Pico inquired and asked for clarification on the following items: 1) pages 3 and 4,
Financial Overview; 2) page 4, Grants and Other Agencies; and 3) page 7, Sewer and Water
Operation Fund. He felt that it would be appropriate to take another look at the priorities on
a couple of the projects because there may be some money that may be available now. He
questioned the timing, location and need for Fire Station #4. He did not agree with the priorities
that have been established in the Park and Recreation Commission budget. Mr. Pico suggested
Council reconsider these priorities.

Mayor Tarver referred to the Ruby Hill project and the possible requirement for a fire
station. Mayor Tarver did not object to reviewing the priority of future year projects. He asked
that staff explain the items listed in the report.

Ms. Acosta explained what the Ruby Hill Agreement requires. Staff is currently
discussing placing one small fire station in Ruby Hill and serving the area across Highway 84
in exchange for Livemore being a 'second-in" station. The cost of this alternative is not known
at this time.

There was general discussion on the Parks and Community Services priorities for new
park locations. Dolores Bengtson, Director of Parks and Community Services Department,
explained the process that the Parks and Recreation Commission used to make its plan for a park
on the San Francisco Property and a new community pool. Ms. Bengtson added that a study
has been completed regarding field lighting and a final report will be coming to Council on
July 20, 1993.

It was decided that this matter should be discussed at the future joint workshop between
the City Council and Park and Recreation Commission.

06/29/93 5
