83

Mr. Bocian felt that this was a very comprehensive review which will consider the
.operational issues related to the route selection and pick up procedures. This study will be more
detailed than originally planned for. In response to Ms. Mohr's question, Mr. Bocian explained
that there is not specific language in the franchise that relates to this study. Pleasanton Garbage
Service (PGS) agreed to take pan in this study as part of the recent rate increase. PGS has
agreed to review the results of this study and if there are areas that are revealed that can benefit
the operations they will work with the City to implement those. Mr. Bocian felt very confident
with conducting this study and that it would not effect the relationship between the City and
PGS. This study is in both interests.

CO Ms. Acosta added that this is a common procedure used throughout the Bay Area.

Martin Inderbitzen, 5000 Hopyard Road, representing Pleasanton Garbage Service, hoped
that this survey was being conducted with respect for the current management of the Company.
PGS welcomes any desire that the City has to review how the business operates. He reminded
Council that PGS is under a strict budget as well and that the City users were going be
responsible for paying for this study over a period of time.

It was moved by Mr. Pico, and seconded by Ms. Dennis, approving the Agreement with
SCS Engineers (SCS) for a cost of $30,370 to conduct a Refuse Collection Services Analysis
Study; Pleasanton Garbage Service (PGS) will reimburse the City for the cost of the study.

The roll call vote was as follows:
AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarvet
NOES: None
ABSENT: None
ABSTAIN: None

Item 6h
Item 41
Space Use At, reement for PubHe Telephones on Main Street with Pacific Ben (SR93:231)

Mr. Swift presented the staff report.

Ms. Mohr admired the type of phone booths that San Ramon's Library has. She asked
if there was still time to consider replacing the recommended phones with the historical type
booths. She had no objection to those that are recommended, but asked that staff research the
cost and appropriate locations for this type of booth.

Ms. Acosta suggested approving the proposed agreement and staff would research the
cost/viability of the booths. The agreement could be amended if Council decided they wanted
the booths after receiving the results of the research.

06/15/93 11
