16

Mr. Elliott stated that the existing bridge is in very good condition for its age. He
believed that the bridge could last decades but that it would not be able to accommodate
more traffic that new development would create.

Mr. Tarver declared the public hearing open on the application.

Mr. Summers stated that if the bridge were airproved this evening or soon
thereafWr, it would take 60 days to prepare the design plans. Depending on the length
of the construction season, the bridge could probably be built in a year (spring/summer
of 1994). He concurrexl with staff recommendations.

Amy Malk, 8018 Dotrhea Court, Joy Shermal, 12 Foothill Phce, and Bill Black,
20 Foothill Place, spoke in opposition to the building of a new bridge that was not a
duplicate of the old one. Each shared a concern of keeping the integrity and heritage of
the City and of this area. (A petition was given to Council).

Connie Cox stated that she had no objection with the bridge. She supported the
DeSilva Group and was only frustrated with the "red tape" problem.

Mr. Elliott stated that it is possible to build a similar bridge however, the cost
would be twice the amount of the proposed one, it would require more maintenance and
no modifications could be done to it, if neetied.

Mr. Summers described the proposed bridge and the materials used to make it look
like the existing one.

There being no further testimony, Mr. Tarver declared the public heating closed.

Mr. Swift explained to Council that the San Francisco Water DisUict's financial
participation as to the bridge will be determined in conjunction with its Specific Plan.

Mayor Tarver was in support of building a new bridge which was a duplicate of
the existing one and having San Francisco Water District contributing funds to do so.
He was trying to avoid the DeSilva Group having to pay additional funds.

Ms. Dennis did not support a concrete bridge or the steel superstructure. Ms.
Dennis stated that if the old bridge is not eliminated than perhaps something compatible,
but different could be done with the new bridge. She shared some ideas such as in the
bicentennial year a sculpture or art work could be done for the same amount of money.

05/04/93 12
