Tarver called the Regular Meeting of the City Council to order ht <br />7:03 p.m. <br /> <br />2. ROLL CALL <br /> <br /> City Clerk Peggy L. Ezidro &alled the roll, which is recorded as follows: <br />Councilmembers Rebecca L. Dennis, Karin Mohr, Thomas P. Pico lr., Dorothy N. Scribner <br />and Mayor Ben C. Tarver. Staff members present were: Deborah Acosta, City Manager; <br />Michael H. Roush, City Attorney; Brian W. Swift, Director of Planning and Community <br />Development; Roger Higdon, City Engineer; Bill van Gelder, Traffic Engineer; and Dolores <br />Bengtson, Director of Parks and Community Services. <br /> <br />3. AGENDA AMENDMENTS <br /> <br /> Mr. Pico requested that Item 14b, Water Rate Adjustment and Item 14c, <br />Sewer Rate AdjuStment, be continued to allow additional publicity of these adjustments. <br /> <br /> Mr. Pico also requested that the effective date of the revised Smoking Ordinance be <br />postponed to allow Council to review further the actions taken by the other surrounding cities. <br /> <br /> Mr. Roush stated that the revised ordinance wffi not be enforced until the Council <br />reviews it on January 4, 1994. <br /> <br />4. CONSENT CALENDAR <br /> <br /> Robert Cordtz, 262 W.
