Zonin~ for the pronefly is PUD (Planned Unit
Development) - High Density Residential District.

Mr. Swift presented the staff report.

Ms. Mohr asked that the street name Sycamore Circle not be used as it was too
confusing.

The public hearing was opened.

Bob Silva, Vice President of the DeSilva Group, indicated none of the streets in the
project will use the name "Sycamore". He briefly described the project and indicated the same
selling price and requirements for moderate income homes would be used. The project was
approved under the existing Growth Management ordinance and has until 12/31/94 to have the
final map in place in order to vest the growth management approval. He believed construction
will commence in April 1994, with completion of all infrastructure and the majority of the
houses built by the end of 1994. He did not have a problem moving units into 1994.

Mr. Silva indicate the problem with the fence for Mr. Green had been resolved and urged
Council to approve the staff recommendations.

Ms. Scribner asked if the moderate income restrictions run with the units.

Mr. Silva indicated they did and he was planning to administer the program in
conjunction with Mr. Boojan at no cost to the city.

Mr. Pico expressed his reservations about the project. He was concerned about having
a 32 foot street and about the configuration of Lot 32.

Mr. Silva indicated staff felt 32 feet was appropriate for the circle to reduce the amount
of asphalt. He pointed out that Lot 32 with its longer driveway will probably be the first to sell,
because people want to be farther from the street.

There was discussion regarding the affordability of the project and how the sales price
was established.

11/02/93 9
