51 <br /> <br /> MINUTES OF THE SPECIAL MEETING <br /> OF THE <br /> CITY COUNCIL <br /> <br /> OCTOBER 1, 1993 <br /> <br />1. CALL TO ORDER <br /> <br /> The meeting was called to order by Mayor Ben Tarver at 5:15 p.m. in the City Council <br />Chambers, 200 Old Bernal Avenue, Pleasanton, California. <br /> <br />2. ROLL CALL <br /> <br /> Those in attendance were: Councilmembers Dennis, Mohr, Pico, Scribner, and Mayor <br />Tarver. Staff members present were: Deborah Acosta, City Manager; Michael Roush, City <br />Attorney, and Brian Swift, Director of Planning and Community Development. <br /> <br />3. RZ-93-6. City_ of Pleasanton <br /> Amendments to Chapter 13 of the Pleasanton Municipal Code to allow serving of <br /> alcoholic beverages in conjunction with sidewalk dining on Main Street. (SR 93:382) <br /> <br /> Bfian Swift presented the Staff Report. <br /> <br /> Ms. Mohr wanted to be sure the definition of a restaurant was clearly defined to be sure <br />a hot dog stand or similar vendor could not be included. <br /> <br /> Ms. Scribner asked for an explanation of the staff report which indicated there would <br />now be one approval instead of two. <br /> <br /> Mr. Swift explained that under current practice an applicant would have to get design <br />review approval, then get an encroachment permit from the Engineering Department and also <br />get approval from the Police Chief for serving alcohol. If this ordinance is adopted, all <br />approvals can be granted by the Zoning Administrator. <br /> <br /> Mr. Pico asked if staff were taking any steps to insure that any interested business on <br />Main Street will have applied in time for the Main Street celebration on November 5th and 6th. <br />Mr. Swift indicated staff will do everything it can to be sure everyone interested will have a <br />permit in a timely manner. <br /> <br /> There was a brief discussion regarding sidewalk decorative displays and the desire of <br />Council to maintain certain standards. Ms. Acosta indicated the ordinance allows flexibility to <br />the merchants while maintaining the quality of downtown. <br /> <br />10/1/93 <br /> -1- <br /> <br /> <br />
