33 <br /> <br /> Ms. Mohr indicated she did not think adding the words "any others' was useful. She <br />felt that Council should either stop at 11:30 and continue all other items, or continue working <br />and finish the agenda. <br /> <br /> Mr. Pico believed the wording was clear enough and allowed flexibility. The procedure <br />can always be changed if it doesn't work. <br /> <br /> Ms. Mohr then referred to the rules regarding subcommittees and the requirement for <br />"both members" to be present. Mr. Tarvet indicated there are not always two members on a <br />subcommittee and in any event if one member cannot attend a meeting there should be a way <br />to get another to attend. <br /> <br /> Ms. Mohr indicated her desire to have the agenda structured so that public hearings are <br />scheduled at 7:00 p.m. and all other items heard afterwards so the public has a better idea when <br />an item will come up, instead of jumping around on the agenda. Ms. Scribner agreed. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, to mend the Council Rules <br />and Operating Procedures as submiRed by staff, but mending paragraph IX(A) to read: *The <br />Mayor shall appoint Councilmembers, confirmed by Council, to serve on various City Council <br />subcommittees, if any, and to act as liaisons to City commissions, as necessary." <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6b <br />Authorization to File for Certification to Ret, ulate Cable Television Rates and Services <br />(SR93:378) <br /> <br /> Mr. Bocian presented the staff report. <br /> <br /> Mr. Pico asked if this joint filing meant that other jurisdictions participated in <br />Pleasanton's rate review. <br /> <br /> Mr. Bocian indicated each municipality would regulate rates separately. <br /> <br /> Ms. Mohr inquired what staff time was necessary. Mr. Bocian replied less than a quarter <br />of one person's time. <br /> <br /> Mr. Tarver asked if this meant Council could regulate broadcast channels and inquired <br />why Channel 37 was dropped.
