He clarified that the residents would still have <br />to pay $21,000 plus connection fees. He asked that the proposal be as specific as possible. <br /> <br /> Ms. Ayala said the $21,000 average includes on-site construction and connection <br />costs. She reiterated that the residents are under no obligation to connect to the utilities or <br />spend the $21,000. <br /> <br /> Cindy McGovern, 9206 Longview Drive, asked if Council were still interested in <br />buying the San Francisco Bernal Avenue property. She believed the residents of the City of <br />Pleasanton want a golf course, and suggested using a golf course on the San Francisco <br />property as a way to leverage purchase of the property and annexing the land to Pleasanton. <br />If the Happy Valley people don't want to be annexed to Pleasanton and want to preserve the <br />rural nature of the area, the City should look at options of moving the golf course and <br />increasing the possibility of annexing the San Francisco property. <br /> <br /> Bill Howell, 6651 Alisal Street, speaking as an individual, indicated that Craig <br />Champion had told him that all the documentation could not be approved by October 1 st. <br />Mr. Champion was hoping that a pre-annexation/developmentagreement could be approved <br />by Council prior to the November election on CAPP. If it takes longer to approve the PUD <br />plan it is acceptable. He wanted to make certain Council understood that. <br /> <br /> Craig Champion, Summerhill Homes, clarified the offer is not conditioned on a <br />specific date as referenced in the Staff Report. <br /> <br /> Mayor Tarver indicated that in order for the City and the developers to have <br />projects, the problems of the bypass road and infrastructure costs must be solved. He <br />wanted it clear that the City is not requesting the developers to make this proposal. <br /> <br /> Mr. Champion also stated that developers do provide performance bonds in <br />connection with infrastructure and that would provide assurance for construction of the <br />bypass road. <br /> <br /> Mayor Tarver asked when Summerhill could present a completed plan for review. <br /> <br /> Mr. Champion felt it would be done in one or two weeks. The only outstanding <br />element is the peer review of the soils. <br /> <br /> Ms. Acosta said the staff report referenced a specific date because the proposal <br />referenced a specific date and quoted from the letter. <br /> <br /> Mr. Champion said that was an earlier draft of the proposal, the final form that was <br />submitted to the Alisal Improvement Club and residents, does not have a date.
