been given a negative response yet. <br /> <br /> Ms. Ayala referred to the proposal of the developers which includes a limit of $1.2 <br />million for the water/sewer trunk line. She asked what staff predicts the actual construction <br />costs would be. <br /> <br /> Mr. Lum said that amount includes the design and construction costs and staff <br />concurs with that at this time. That is the current residents' share of the costs of the public <br />lines beyond the golf course. Keep in mind the project has not yet been designed nor gone <br />to bid. It is not uncommon for projects to cost more than initial construction estimates. <br />This is not a complex project, so the estimates are realistic. <br /> <br /> Ms. Ayala was concemed that there is a risk of using taxpayers' funds to make up <br />the difference if the $1.2 million does not cover the construction. <br /> <br /> Ms. Michelotti asked for clarification of the original "funding developers" and asked <br />if the Lund Ranch was not a part of that. <br /> <br /> Ms. Acosta said the Lund Ranch has never been part of the golf course proposals. <br />Lund is part of the North Sycamore funding developers. There is no connection to this side <br />of the development. She asked if Lund will fund a portion of the front part of the bypass <br />road. <br /> <br /> Mr. Swift said the front part of the road through the North Sycamore plan is shared <br />as a common cost by Lund, but stops at the Spotorno property. <br /> <br /> Mayor Tarver opened the public hearing on all of the items under 4a and 4b. <br /> <br /> Roger Manning, 1300 Happy Valley Road, referred to a comment about the $1.2 <br />million being enough for the infrastructure. He stated that if the developers build the <br />infrastructure, the costs will go down considerably because the City has overhead costs that <br />private developers do not. Mr. Manning said tonight is the culmination of many years of <br />work by many people. It is unfortunate there are many undercurrents to this project. <br />Residents want assistance with water and sewer costs and a guarantee that the bypass road <br />will proceed as promised. There is also a request by two of the developers that will supply <br />the missing link of the road for a development agreement. There is also the specter of the <br />CAPP initiative undermining the residents' development plans in the City and possibly this <br />too. There is also the possibility of a proposal to reduce the price of the golf course land to <br />owners. The original proposal was for one acre parcels, which was subsequently reduced to <br />the half acre parcels and now some of those could be reduced to 11,000 sq.ft. lots. He asked <br />Council to live by its promises and commitments. The landowners have worked in good <br />faith under a verbal agreement and a five year old land appraisal. The residents were <br />promised a bypass road, not before, but along with the golf course. New Cities is a part of <br />the North Sycamore Specific Plan which was approved many years ago.
