going through the process and they want the same protection. She believed a <br />Councilmember should make policy and give everyone the same treatment. Not including <br />the Ltmd project in this is a fatal strike, in her opinion. Lund is part of the same group and <br />should not be excluded. The only kind of development agreement she would be willing to <br />consider is an agreement that would vest a project wherever it is in the process and say that <br />if it is in the Urban Growth Boundary, there is assurance that it will be developed in the <br />normal process unless a request for a general plan amendment or something special. <br />Otherwise, she felt like the City was making a deal. Other people have just as much on the <br />line as the Happy Valley people do and have worked a long time to develop their properties. <br />She could not direct staff to work on such a specific development agreement. She would <br />entertain something broader. <br /> <br /> Mayor Tarver felt it was imperative to set staff priorities. One can consider equity <br />issues, the date plans were approved or submitted or how long they have been in the <br />process, but right now calls are coming from everywhere from developers who want to beat <br />the CAPP initiative. Staff can't do it all. If there are particular things that are priorities, the <br />highest priorities were the San Francisco property and the golf course. Those have been on <br />the top of the priorities for two years. He felt Council needs to give direction to staff, <br />because if staff tries to do it all, nothing will get done. <br /> <br /> Ms. Michelotti said Council just approved the Vineyard Corridor Specific Plan and <br />that was a high priority too. She agreed with Ms. Dennis that this was a faimess issue. If <br />Council approves a development agreement for the City's project, then it ought to do it for <br />anyone else. She believed this was an equity and fairness issue. <br /> <br /> Ms. Ayala said that if a simple development agreement vesting the right to go <br />through the process was possible, then every developer in town would ask for the same <br />agreement. <br /> <br /> Ms. Dennis agreed. She did not think Council should hear only some people and <br />not others. All developers are concemed about what will happen in November. If it were <br />not for that, Council would not be considering the agreement regarding the Happy Valley <br />area. She felt Council should have agreements that protect everyone inside the Urban <br />Growth Boundary or let the process take its course. <br /> <br /> Mayor Tarver said the other option is to prioritize.
