The CAPP Initiative has many surprises for the
citizens and the citizens don't know how much work it takes to make decisions. This is
more than a growth or no growth issue.

Pat Murray, 4470 Mirador Drive, expressed her concems about the impacts of
possible Y2K problems affecting lights, heat, and telephone. She asked if the City was
prepared with extra food and water and task forces to respond to emergencies. She was
especially concerned about the senior citizens and their possible isolation and disorientation
if the power fails. She said PG&E and the telephone company do not have much
information on their websites. She urged Council to adopt a plan of action and make it
available to citizens.

Mr. Bocian indicated the City staff has been working on this for some time. A
community workshop is scheduled for September 23, 1999, 7:00 p.m., in the Council
Chambers. He felt that the City was wrong in its treatment of them and was concerned about
the rights of property owners. He felt this was a constructive taking by the City and would
cost the taxpayers more than this matter is worth. The Vineyard property owners are not
large developers and have cooperated with the City. He felt the City should leave the small
property owners alone.

Pleasanton City Council 6 09/07/99
Meeting
