Ms. Dennis clarified that the connection fee is regional, so if growth stops in <br />Pleasanton it will not raise any more money if the fee is raised. There was some concem <br />expressed in the analysis of the CAPP initiative and the need for a financing plan that does <br />not put ratepayers at risk. She understood Mr. Lawson to say there is no risk. <br /> <br /> Mr. Lawson said there is always risk. The risk is simply in the first eight years; <br />after that there are enough reserves that it will not be an issue. <br /> <br /> Mr. Tarver surmised that if after eight years, development stops and stays at that <br />level, what happens to the ratepayers then? <br /> <br /> Mr. Lawson said the only risk is if that happens to DSRSD because Pleasanton does <br />not have that many DUEs left. <br /> <br /> Mr. Lum said there is concem about how accurately we can predict growth. Issues <br />like the CAPP initiative make the projections more complicated and there is concem on the <br />part of staff whether the ratepayers can be insulated from the various impacts. <br /> <br /> Ms. Ayala asked if Pleasanton has ever grown at the rate predicted for Dublin for <br />that length of time. <br /> <br /> Mr. Lum said the combined service area did grow at that rate but for a shorter <br />period. <br /> <br /> There was then discussion about past growth in various areas. <br /> <br /> Mr. Tarver wanted to know whether the interim fees would be approved. He <br />wanted to be certain the fees were "interim" because all the decisions have not been made <br />yet. The financing options have not been determined. He felt the rates do need to be <br />adjusted because they are not adequate currently. He inquired about the funding for the <br />Clean Water Revival project. Is that still part of the regional fee of $9,900? <br /> <br /> Mr. Lawson said it was because it reduces the reserves by $23 million. <br /> <br /> Mr. Tarver asked if the 15% administrative fee for projects is also included in the <br />projected costs. <br /> <br /> Mr. Lawson said it was. <br /> <br /> Mr. Tarver believed there are still a number of issues that need to be worked out <br />between the agencies.
