" Tom Smith, 1070 Happy Valley Road, said this project has been in the works for over two <br /> years. He felt all the issues have been addressed and that the developer is developing within the <br /> guidelines that the City has set forth. He said the project will be a benefit to the City and hoped that <br /> the City Council would approve the project. <br /> <br /> Milch Melhman, 1153 Lund Ranch Road, said the current proposal was rejected twice by <br /> the Planning Commission and is unacceptable to the North Sycamore Neighborhood Association. <br /> The reason it is unacceptable is that it does not comply with the Noah Sycamore Specific Plan <br /> according to density. The North Sycamore Specific Plan requires preservation of rural views and <br /> rural character. The proposed density of 1.6 homes per acre is excessive and the North Sycamore <br /> Specific Plan does not guarantee a certain density per acre. He also had a concem with the privacy <br /> requirements. A trail that is being proposed behind the fences is not compliant with the Specific <br /> Plan and single story units should be built adjacent to Vantana Hills and mixed throughout the <br /> development. He addressed creek stabilization and repair. He has asked at several meetings that a <br /> study to be performed. There is severe and continuous erosion of the creek, which results in unsafe <br /> conditions. He mentioned the floor area ratio on twelve lots does not comply with the 30% <br /> maximum requirement. The New Cities proposal is a flawed plan which fails to take into account <br /> many critical specifications of the North Sycamore Specific Plan. He said the developers in favor <br /> of the project want higher density in order to get more money. They do not care about the quality <br /> of life in Pleasanton. He reiterated again that the Planning Commission and the neighbors have <br /> rejected the project twice. He said the plan should be rejected. <br /> <br /> Charles Thompson, 4903 Middleton Place, said he circulated the following statements in <br /> the Bonde Ranch and Vantana Hills area which people were supposed to agree or disagree. 1 ) The <br /> proposed project has been denied twice by the Planning Commission. The City Council should <br /> stand by the Planning Commission decision and reject the appeal. Forty-two (42) people agreed the <br /> appeal should be denied. 2) Support the North Sycamore Neighborhood Association. Forty-seven <br /> (47) people supported the Association. 3) Oppose large development projects in the City of <br /> Pleasanton until traffic, schools, power, water, sewer and other infrastructure issues have been <br /> resolved. Forty-five (45) people agreed. 4) Oppose housing developments in the environmentally <br /> sensitive areas. Forty (40) people agreed. 5) Oppose for other reasons, which will be presented at <br /> the meeting tonight. Five (5) people indicated that they would be speaking tonight. 6) Oppose for <br /> other reasons. Various reasons were submitted. He opposed the project because the homes are built <br /> on the hillside, are more visible and the density is too high. A developer could still make a fat <br /> profit in providing more open space and less density. He asked Council to vote no on the project. <br /> <br /> Stephan Wright, 63 1 Junipero Street, opposed the project. He felt there were too many <br /> homes proposed for the area. He felt the project was going to ruin the ridgeline. He also had <br /> concems with the overcrowding of the schools.
