If the <br />number of units is significantly different, than a review of the Specific Plan is in order. <br /> <br /> Ms. Michelotti asked who are the funding developers. <br /> <br /> Mr. Swift said the basic infrastructure that is being installed to serve the development in the <br />North Sycamore Specific Plan is being financed by the Greenbriar project, (which is under <br />construction), the New Cities project (which is before you tonight) and the Lund property (that will <br />be served by the road and water infrastructure only). The road built by these developers will serve <br />the entire area, rather than use the streets that were established in the adjoining property. <br /> <br /> Ms. Michelotti asked which parties would be signing the development agreement. <br /> <br /> Mr. Swift said the New Cities project, the Summerhill project (Sportono property), the TTK <br />project and potentially the residential golf course properties. The bypass road will utilize the road <br />that is being built by Greenbriar in the North Sycamore Specific Plan. The road will run through <br />the New Cities project and the Summerhill project. <br /> <br /> Ms. Michelotti understood the two key parts for the bypass road, between what has been <br />approved (Greenbriar) and the golf course property, is the New Cities and Summerhill projects. <br /> <br /> Mr. Swift said that is correct. <br /> <br /> Ms. Ayala asked what was the range of density when the Specific Plan was originally <br />approved. <br /> <br /> Mr. Swift said all the properties in the Noah Sycamore Specific Plan were designated low <br />density residential on the General Plan. The Specific Plan established two units per acre as the <br />essential target density for most of these properties. The idea was to have larger lot sizes in the <br />hilly areas and adjoining northem boundary of the Specific Plan. <br /> <br /> Ms. Ayala asked what is the lowest density and highest density under the new General <br />Plan? <br /> <br /> Mr. Swift said zero at the low end and two units per acre at the high end. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Fred Bates, 9781 Blue Larkspur Lane, Monterey, thanked everyone for the hard work and <br />input regarding this project. He gave an overview of the project. He wanted to address comments <br />that he has heard: 1) this plan is an environmental disaster. He said New Cities is not aware of any <br />problems and stated an environmental impact report was approved in 1992 as part of the Specific <br />Plan; 2) that the project is not consistent with the Noah Sycamore Specific Plan.
