Ms. Acosta read the proposed ballot language, "Shall the CAPP initiative be adopted to
amend the General Plan to require voter approval for certain development projects (a) involving 10
or more residential units and for office or commercial development plans that have buildings in
excess of 55 feet in height and (b) designating the San Francisco property, Staples Ranch, Vineyard
Avenue Corridor, Busch property, and Merritt property, currently designated for residential
development, as agricultural that could not be changed without voter approval?"

Ms. Michelotti felt that language would mislead the public. The voters are voting on
projects that over 10 units and commercial projects that are over 55 feet in height.

Mr. Pico suggested changing the language to read "developmentplans involving 10 or more
units and other issues?"

There was a break to make copies of the proposed ballot language.
Other discussion

Ms. Acosta said the Mayor has requested moving the August 17 City Council meeting to
August 16 and moving the August 24 City Council meeting to August 23. She indicated that a
meeting has been set with the Economic Vitality Committee to review the CAPP Initiative before
the August 24 meeting. She said there are no public hearing items scheduled for the August 17
meeting and suggested canceling the August 17 meeting, and moving all the items to the August 23
meeting.

There was discussion among Council regarding changing the meetings.

It was moved by Mr. Pico, seconded by Vice Mayor Ayala, to cancel the August 17
City Council meeting and moving all items to a Special City Council Meeting to be held
August 23 at 7:00 p.m.
The roll call vote was as follows:
AYES: Councilmembers Michelotti, Pico, and Vice Mayor Ayala.
NOES: None.
ABSENT: CouncilmemberDennis and Mayor Tarver.
ABSTAIN: None.

The discussion concerning the ballot language was resumed.

Ms. Michelotti wanted the language to read "Shall the Pleasanton General Plan be amended
to require voter approval of legislative decisions, etc?" She did not want the public to be misled in
thinking it was only voting on projects of 10 or more residential units and permitting commercial,
office or industrial development plans that exceed 55 feet in height.

Pleasanton City Council 9 08/03/99
Minutes
