Mr. Roush said the initiative does not cover all buildings, only the buildings that are part of
a development plan cannot exceed 55 feet in height. He suggested "permitting commercial, office,
or industrial development plans with buildings exceeding 55 feet."

Ms. Michelotti asked if the last sentence read by Ms. Acosta could be changed.

Mr. Roush suggested dropping all the words after the word "agricultural" and have (d) to
read "designating the properties, currently designated for residential development, as agricultural?"

Vice Mayor Ayala felt that language would confuse the voters.

Mr. Roush said originally there were two concepts, one was to require voter approval for
certain matters; and second the initiative would designate the properties as agriculture.

The roll call vote on the substitute motion was as follows:
AYES: Councilmembers Michelotti.
NOE S: Councilmember Pico and Vice Mayor Ayala.
ABSENT: CouncilmemberDennis and Mayor Tarver.
ABSTAIN: None.

It was moved by Vice Mayor Ayala, seconded by Mr. Pico, to approve the ballot
language as "Shall the CAPP Initiative be adopted to amend the General Plan to require
voter approval for development projects involving 10 or more residential units or that have
commercial or office buildings that exceed 55 feet in height and other matters as outlined in
the Initiative?"

Ms. Michelotti still felt more information should be included in the ballot language.

The roll call vote was as follows:
AYES: Councilmembers Pico and Vice Mayor Ayala.
NOE S: Councilmember Michelotti.
ABSENT: Councilmember Dennis and Mayor Tarver.
ABSTAIN: None.

Pleasanton City Council 12 08/03/99
Minutes
