Mr. Pico felt the language first read by Ms. Ayala, should reference redesignating <br /> residential densities. He could, however, support Option No. 3 if the language included the <br /> reference to the CAPP Initiative. <br /> <br /> Ms. Michelotti felt the language should include more detail. <br /> <br /> It was moved by Vice Mayor Ayala, seconded by Mr. Pico, to approve the ballot <br /> language as "Shall the CAPP Initiative be adopted to amend the General Plan to require <br /> voter approval for development projects (a) involving 10 or more residential units or (b) that <br /> have commercial or office buildings that exceed 55 feet in height and other matters as <br /> outlined in the initiative." <br /> <br /> Ms. Michelotti made a substitute motion to approve the ballot language provided in <br /> Option No. 1 as amended on earlier discussions. <br /> <br /> Vice Mayor Ayala felt it would be better for the voters if the language was simple. The <br /> people have the opportunity to read the entire Initiative if they want more information. <br /> <br /> Ms. Michelotti felt the voters need to understand that they are voting on more than <br /> developments over 10 units. She said the voters need to know up front what they are voting on and <br /> felt that Option No. 1 was the best choice. She also felt the public should be made aware that the <br />--- initiative is about all legislative actions and not just developments with 10 units or more. <br /> <br /> Ms. Acosta read another version of Option 1, "Shall the CAPP Initiative be adopted to <br /> amend the General Plan to require voter approval for certain development projects (a) involving 10 <br /> or more residential units (b) changing 2 or more acres of open space to non-open space; (c) <br /> permitting commercial, office or industrial development plans exceeding 55 feet; (d) designating <br /> the San Francisco, Merdtt property, Busch property, Staples Ranch, and Vineyard Corridor as <br /> agricultural that could not be changed without voter approval?" <br /> <br /> Vice Mayor Ayala withdrew her motion and seconded the substitute motion for <br /> discussion. <br /> <br /> Ms. Acosta asked if Ms. Michelotti wanted the words "legislative actions" included. <br /> <br /> Ms. Michelotti said yes. <br /> <br /> Vice Mayor Ayala reopened the public hearing. <br /> <br /> Stan Erickson suggested changing the word plans to buildings exceeding 55 feet. <br /> <br /> There being no further speakers, the public hearing was closed. <br /> <br /> Pleasanton City Council 11 08/03/99 <br /> Minutes <br /> <br /> <br />
