Mr. Pico suggested "Shall the Pleasanton CAPP Initiative be adopted which makes various
amendments to the Pleasanton General Plan and requires voter approval for certain changes as
outline?" He said since the language is limited to 75 words, the language should be simple.

Mr. Pico made a motion to adopt the language as indicated by Vice Mayor Ayala.

There was no second.

Ms. Michelotti asked if the language could itemize the options as listed in Option No. 2.

Mr. Pico felt it was more important to have some reference to changing 2 or more acres of
open space to non-open space and designating residential densities to agricultural.

Ms. Michelotti felt strongly that the public should know that it would be designating the
five areas agricultural.

Vice Mayor Ayala asked if Ms. Michelotti wanted to include the five areas listed or wanted
to include changing two or more acres of open space to non-open space use.

Mr. Pico said the five areas will be listed in the ballot pamphlet. He felt it was more
important to include changing two or more acres of open space to non-open space use.

Ms. Michelotti wanted the five areas included.

It was moved by Mr. Pico, seconded by Vice Mayor Ayala, to take a ten minute break
to allow staff to work on the wording.
The roll call vote was as follows:
AYES: Councilmembers Michelotti, Pico, and Vice Mayor Ayala.
NOES: None.
ABSENT: Councilmember Dennis and Mayor Tarver.
ABSTAIN: None.

There was a break at 8:20 p.m.

The meeting reconvened at 8:40 p.m.

Vice Mayor Ayala read the proposed ballot language, "Shall the CAPP Initiative be adopted
to amend the general plan to require voter approval for certain development projects: (a) involving
10 or more residential units; (b) changing 2 or more acres of open space to non-open space; (c)
permitting commercial, office or industrial development plans exceeding 55 feet in height; (d)
designating the San Francisco, Busch Property, Vineyard Corridor, Merritt property, and Staples
Ranch as agricultural that could not be changed without voter approval?" She indicated that she
liked Option No. 3 for its simplicity and clarification. She felt most people would understand that
__ language better and if they wanted additional information it could be found in the ballot pamphlet.

Pleasanton City Council 10 08/03/99
Minutes
