It was moved by Mr. Pico, seconded by Ms. Michelotti, to call for a special <br />election on November 2, 1999 to submit to the voters the initiative measure. <br /> <br /> Ms. Michelotti had hoped that the report was available before acting on this <br />evening. Council needs to look at this issue closely, but she did not feel it would change <br />the decision to put it on the ballot. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Dennis <br />ABSTAIN: None <br /> <br />Item 6c <br />Review of Pleasanton Traffic Model and Approval of 1998 Baseline Traffic Report <br />(SR 99:167) <br /> <br /> Randall Lum presented the staff report and introduced Richard Dowling, the <br />City's consultant, who presented a detailed summary of the traffic model analysis. <br /> <br /> Ms. Michelotti asked if the model included improvements to Highway 84. <br /> <br /> Mr. Dowling said it did. <br /> <br /> Mr. Tarver was concerned whether the perception of the drivers was taken into <br />consideration when determining the amount of time it takes to go from point A to point <br />B; whether it is faster to drive on the freeway or to cut through the City. The figures may <br />say it takes only a few minutes more through town, but the perception may be that there <br />must be a better way than staying on the freeway. He wondered if the model can reflect <br />that. <br /> <br /> Mr. Dowling said that is covered in the other simulations he will discuss later. He <br />acknowledged there could be a problem with cut-through traffic at build-out and he <br />discussed various options available. <br /> <br /> Mr. Pico asked if the worst case scenario would be that at build-out, if the City <br />does not adopt policies to control off-ramps, the freeway cut-through traffic will take all <br />the capacity on City streets and the streets will be at level of service E or F at most of the <br />intersections. <br /> <br /> Mr. Dowling said that was possible. Most of the problems would be on Sunol, <br />First, and Stanley Streets. <br /> <br /> Ms. Michelotti asked again if all the freeway improvements, including Highway <br />84, were included in the model. <br /> <br />Pleasanton City Council 9 07/20/99 <br /> <br /> <br />
