The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Dennis <br />ABSTAIN: None <br /> <br /> There was a break at 10:00 p.m. <br /> <br /> The meeting reconvened at 10:10 p.m. <br /> <br />Item 6d <br />Review of the Dublin San Ramon Services Districes (DSRSD) Wastewater <br />Treatment Plan Improvement Proiect Initial Study and Mitigated Negative <br />Declaration (SR 99:208) <br /> <br /> Steve Cusenza presented the staff report. <br /> <br /> Dave Requa, Engineering Manager for DSRSD, described the expansion project, <br />the odor control master plan and the mitigated negative declaration. <br /> <br /> Mr. Tarver referred to the "contract with the environment" and asked how that is <br />documented and what happens if DSRSD cannot achieve the four parts dilution <br />threshold? <br /> <br /> Mr. Requa said DSRSD must accomplish that and if it does not, someone can <br />force it to comply. <br /> <br /> Mr. Tarver said DSRSD has had complaints about odors in the past and has done <br />nothing until now. He asked what guarantees are there that the problem will be fixed <br />now. <br /> <br /> Mr. Requa explained that the Board is committed to solving the odor problem and <br />it clearly understands the problem. He has made a personal commitment to the <br />neighborhood. <br /> <br /> Ms. Ayala asked if the problem were fixed now and if there could be a fine <br />imposed if the problem is not solved? <br /> <br /> Mr. Requa responded it is more cost effective to fix the problem with major <br />construction and it will be done in a year and a half. The Air Quality District can step in <br />if a certain number of complaints are received and impose fines. <br /> <br /> Mr. Tarver did not think those fines were significant. <br /> <br /> Ms. Ayala asked if the City could set a fine. <br /> <br />Pleasanton City Council 13 07/20/99 <br /> <br /> <br />
