Ms. Michelotti said the General Plan requires mitigations to level of service D. <br />Regional impacts are a concern. She wants to continue pushing for regional <br />improvements, such as Highway 84, because that can mitigate some of the freeway <br />congestion. <br /> <br /> Shyam Chetal, 45319 White Tail Court, Fremont, indicated he is a member of the <br />Alameda County Transportation Authority Board and stated the traffic problems are all <br />over the Bay Area. He referred to Measure B funds and said most of the money has <br />nothing to do with traffic congestion. He also attended the MTC orientation program and <br />indicated there are $30 billion to be spent in the next twenty years on a bullet train from <br />San Francisco to Los Angeles and other projects, but nothing about traffic. He did not <br />believe there was any funding from any state or regional agency to solve traffic problems. <br />He wanted all the mayors of Alameda County to attend the steering committee meetings <br />to make certain the cities are represented. The two problems are growth and traffic. The <br />City of Pleasanton can stop growth, but it cannot stop the traffic. If people don't live in <br />Pleasanton, they will go to Tracy, Stockton and other places. Pleasanton has a good <br />model for controlling its City traffic, but that does nothing for the freeways. He urged the <br />mayor to participate in the steering committee regarding the allocation of the $2 billion. <br />He did not see one cent being spent on freeways. He cited the efficiency of the Russian <br />metro system and described its operation. <br /> <br /> Ms. Michelotti appreciated his comments. She agreed there needs to be <br />innovative ways to solve traffic problems, such as movable barriers on Highway 84 to get <br />maximum capacity on the roads. The Sunol grade is the worst commute in the Bay Area. <br /> <br /> Stan Erickson, 3684 Chillingham Court, complimented Council on the fine study <br />and asked that it be available to the public for citizens to read. He pointed out that the <br />model is just translating assumptions and wanted to make certain the assumptions were <br />correct. He asked for a sensitivity analysis to check the assumptions. He also pointed out <br />that the metrics being used are traffic engineering metrics. When people are commuting <br />through a city, they care about how long it takes to get from point A to point B, not how <br />long they are at a particular stop light. If you add more traffic lights, it may solve the <br />traffic engineering problem, but has not improved the quality of life. He felt the micro- <br />simulations will be an asset in answering important questions. <br /> <br /> It was moved by Ms. Michelotti, seconded by Mr. Pico, to approve the <br />contract for $27,700 with Dowling Associates Inc. for the 1998 Pleasanton Traffic <br />Model modification and 1998 Baseline Traffic Report Update, and ratify and <br />confirm the City Manager's authorization to execute the contract; to appropriate <br />$25,700 from the General Fund for this project; to adopt the revised 1998 Baseline <br />Traffic Report and direct staff to develop mitigations for those intersections which <br />are projected to exceed level of service E in the build-out conditions; and to direct <br />staff to proceed with a Request for Proposals to develop a new combined micro- <br />simulation and four step demand traffic modeling process. <br /> <br />Pleasanton City Council 12 07/20/99 <br /> <br /> <br />
