Mr. Moulton said the demand projection was presented. <br /> <br /> Ms. Ayala asked if Zone 7 knew it was going to run out of water during the <br />Dougherty Valley discussions. <br /> <br /> Ed Cummings, Zone 7, said the Dougherty Valley project would have brought its <br />own water with it and had nothing to do with the Zone 7's supply. <br /> <br /> Mayor Tarver said all the communities are competing for water and when a certain <br />number of feet are taken out of the supply, there is less to go around. <br /> <br /> Mr. Cummings agreed. The planning program provides for short-term projects to get <br />their supplies from other sources in order to meet the demands until the year 2010. Zone 7 <br />intends on executing these programs. <br /> <br /> Mayor Tarver was concerned about the time that it would take to get additional water. <br /> <br /> Mr. Cummings understood the time involved and said the whole process has <br />taken approximately two to three years. Zone 7 is trying to execute the program as quickly as <br />possible, so it has a firm supply for the community. The supply will only last for ten years and is <br />earmarked primarily for the M&I. He said the water supply is essentially at capacity presently. <br /> <br /> Mayor Tarver asked if the process would be able to supply water for the demand when it is <br />needed. <br /> <br /> Mr. Cummings said it is hard to make a long-term commitment without money. <br />Zone 7 would like to be able to purchase more supply now, so it will not run a risk of not being <br />able to provide for the demand. <br /> <br /> Mr. Pico asked what would happen if Zone 7 were unable to purchase the fourth contractor's <br />share. <br /> <br /> Mr. Cummings said the projected draws from the Del Valle Reservoir are based on <br />operating the Southbay Aqueduct at design capacity. If the fourth contractor's share is not <br />purchased and Zone 7 is at capacity, then Zone 7 would have to look at other alternatives. <br /> <br /> Mr. Pico asked if the projections in the report included using the maximum capacity of <br />recycled water that might be available. <br /> <br /> Mr. Cummings said the plan calls for 8,000-acre feet annually to be used from Zone 7 <br />supply. If each community used recycled water, the number would be greater.
