It was moved by Ms. Michelotti, seconded by Ms. Dennis, to adopt the ballot language <br />as "Shall Ordinance No. 1769, which in accordance with the Pleasanton General Plan <br />prczoned the Merritt property to low density residential and conditionally approve a <br />development plan of 89 single family homes on 46 acres, be adopted?" <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, and Michelotti. <br />NOES: Councilmember Pico and Mayor Tarvet. <br />ABSENT: None. <br />ABSTAIN: None. <br /> <br /> Mr. Pico felt the language was too long and would confuse the community. <br /> <br /> Mayor Tarver liked option number two. He felt adding to the wording was trying to put <br />in the Council's opinion. <br /> <br />Item 4c <br />Report on Zone 7 water supply planning draft program environmental impact <br />report. (SR99:50) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Jim O'Toole, Environmental Science Associates, 315 Washington Street, Suite 102, <br />Oakland, presented the Program Environmental Impact Report drafted for Zone 7. He used slides to <br />describe each alternative in great length. He mentioned the public hearing for the project is <br />tomorrow where Zone 7 will be considering the proposed project and alternatives. The alternatives <br />have both cost and environmental ramifications. He said the EIR is examining the various <br />alternatives. <br /> <br /> Mr. Pico asked what level of residential growth reduction would have to occur by the year <br />2010 in order to provide for the continued peak agriculture water demand and not result in a <br />reduction of the Del Valle Reservoir to a point where it can no longer provide for recreational <br />functions during the summer months. He understood that Zone 7 could not recommend growth <br />alternatives, but could Zone 7 recommend how much reduction in growth would be required in <br />order to meet the peak agricultural demand and not effect the Del Valle Reservoir? <br /> <br /> Mr. O'Toole said Zone 7 as a water agency does not make land use decisions but did do a <br />water demand analysis in the environmental report. He said developing a report stating that a <br />certain number of residents would signal Zone 7 to purchase the future contractor's share and result <br />in a draw down impact is a difficult number to quantify. In terms of Zone 7 demands through the <br />year 2010, approximately 20,000-acre feet will be required.
