Mayor Tarver said he would support the initiative because the people's concerns have <br />not been addressed. The initiative will not solve the immediate problem but it is a start. He <br />understood the traintended consequences and there are a lot of issues that might be troublesome. <br />He has been fighting for something and has failed to accomplish it through the normal course <br />of events. An initiative is about people initiating their own process because they feel Council is <br />not listening to the people. <br /> <br /> It was moved by Mayor Tarvet to direct staff that as soon as the petitions are <br />filed with the proper number of signatures, to initiate the process for the reports. <br /> <br /> The motion died for lack of a second. <br /> <br /> There was a break at 9:15 p.m. <br /> <br /> The meeting reconvened at 9:25 p.m. <br /> <br />Item 4a <br />Special Municipal Election on June 8, 1999. <br /> <br /> Discussion on this item continued. <br /> <br /> Mr. Pico asked if the public hearing could be reopened to allow the public an opportunity <br />to comment on the proposed language. <br /> <br /> Mayor Tarver asked if there was anyone in the audience that wanted to comment on <br />the wording or alternative wording for the ballot language. <br /> <br /> Ms. Michelotti read another option, "Shall Ordinance No. 1769, which in accordance to the <br />General Plan, prezoned the Merritt property to low density residential and conditionally approved a <br />development plan of 89 single family homes on 46 acres, be adopted?" <br /> <br /> Kris Kumaran, 6450 Calle Esperanza, said it would be nice to have mentioned in <br />the language that the project makes reference to the recommended density of the General Plan. <br />Low density means between 0-2 units per acre and the General Plan specifically suggests that <br />projects be at the mid-range of the density, which is one unit per acre, unless there are amenities. <br />He felt the exchange of the one million dollars for amenities does not convey the sentiment. He <br />asked Council to include in the language the exchange of one million dollars and the extension of <br />the density to the highest limit that may be approved by the General Plan. <br /> <br /> Stan Erickson, 3684 Chillingham, said this is a single item election and felt the vast <br />majority of people would read the ballot arguments and would know what it is they are voting <br />on. Therefore the ballot language is not that critical.
