Mr. Roush wanted to clarify that Council cannot use the failure to get a report as the <br />grounds not to make a decision as to putting it on the ballot. <br /> <br /> Mr. Pico mentioned that if there any significant effort made directing staff to provide <br />additional information, it must be approved by a majority of the Council. <br /> <br /> Ms. Michelotti felt her questions would not require any significant amount of time. <br /> <br /> Ms. Dennis said the way the staff report is written suggests that Council may want to <br />direct staff to start to gathering information to prepare a report, because of the thirty-day window. <br />She also said if it gets to that point, Council should look at peer review, so staff is not reaching a <br />conclusion at Council' s direction. <br /> <br /> Mayor Tarver said the time might be sixty days, because of the time it takes to certify <br />signatures. <br /> <br /> Ms. Ayala said if this petition is going to move forward, she would like enough non-biased <br />information included in the wording so the public knows what it is signing and that the Council will <br />be requesting the analysis to be done on fiscal impact, consistency with the general plan, the <br />housing element, affordable housing, and other matters. <br /> <br /> Mr. Pico asked if she was directing staff to start on the reports as soon as the signature <br />gathering starts. <br /> <br /> Ms. Ayala said no. She just wanted staff to be aware that eventually Council will require <br />this information. <br /> <br /> Mayor Tarver objected to the Council making a determination before the Council knows <br />what the proponents are going to do with the initiative. He felt it was nice that the Councilmember <br />gave their indication about how they feel up front, so there is no question about the outcome. He <br />wanted to consolidate this issue with the referendum. He understood that was impossible. <br /> <br /> Ms. Michelotti clarified her motion was not to put the initiative on the June 1999 ballot as a <br />Council sponsored initiative. <br /> <br /> Ms. Dennis felt there was not enough information available to make an educated decision <br />at this time. <br /> <br /> It was moved Ms. Michelotti, seconded by Ms. Ayala, not to place the initiative on the <br />June 1999 ballot. <br />The roll call vote was as follows: <br />AYES: Councilmembers- Ayala, Dennis, Michelotti, Pico, and Mayor Tarver. <br />NOES: None. <br />ABSENT: None. <br />ABSTAIN: None. <br /> <br />Pleasanton City Council 11 03/09/99 <br />Special Meeting - Minutes <br /> <br /> <br />
