Mr. Roush said there is Specific Plan that is being considered by the City, and that is a <br />legislative decision. If the initiative is adopted, it will establish certain planning parameters and <br />change the land use designation of the area. <br /> <br /> Ms. Michelotti asked if the Specific Plan is approved and a project does not have a vesting <br />tentative map, would the land use designation switch to agricultural if the initiative were passed? <br /> <br /> Mr. Roush said the land use designation would be in accordance to what was adopted by the <br />voters. <br /> <br /> Ms. Michelotti understood that if an area were designated low density it would be below <br />that. <br /> <br /> Ms. Ayala asked Councilmember Pico if he felt the ordinance as written had far <br />reaching effects on the City of Pleasanton. Did he feel the citizens of Pleasanton should have <br />some facts regarding the fiscal impacts? <br /> <br /> Mr. Pico said he wanted to avoid the perception that the City of Pleasanton is trying to <br />influence and/or restrict the fights of the petitioners. He said it would be appropriate to do an <br />analysis after the signatures are gathered. He did not want to persuade the public either way. <br /> <br /> Mayor Tarver said his desire was to see if the Cotmcil wanted to expedite the process to <br />get the issue on the June ballot. He does not want to be any part of a Council sponsored initiative <br />or staff s effort to provide information on the initiative prior to the normal process. The reason for <br />this hearing was to give the proponents of the initiative a clear understanding about the initiative in <br />case they want to have a special election or include the downtown area, include commercial <br />buildings, or include or exclude already approved projects. He agreed that he did not want to give <br />a perception one way or another on an initiative that has not even qualified for the ballot. <br /> <br /> Ms. Acosta said it will automatically be assumed that the City is taking one side or another; <br />therefore staff will be looking at all the information very carefully. Because of the time involved, <br />she suggested not doing an analysis until after the signatures are gathered. She estimates that it will <br />take thirty to forty-five days to draft a report. <br /> <br /> Ms. Michelotti asked who would get together to change the language of the <br />proposed initiative. <br /> <br /> Mayor Tarver said the people who submitted the Notice of Intent. He did not know <br />what their intention was. He believed it was their intention to have this on the November 1999 <br />ballot. If that is the case, then the petition needs to include that wording. <br /> <br /> Ms. Michelotti understood then that the Council would not be involved in changing the <br />language. She hoped the people signing the petition would also understand what it is they are <br />signing.
