Mr. McGee said PG&E did not expect to encounter that situation. From early on
PG&E has worked with City and County staff, and talked with elected officials and the
community to get input regarding the alternatives.

Ms. Michelotti asked if PG&E was working with all the cities and cormties to
look at future capacity according to General Plans.

Mr. McGee said General Plans were used to determine capacity versus demands
for total buildout. To determine the need for the project, approved development was
used. PG&E projects total buildout of approximately 940 megawatts, which will happen
by the year 2015. PG&E does not add capacity until the demand is there, but the
substations will be built and ready to add capacity when that happens. In addition, PG&E
is also looking at altematives to transmission lines. He said right now it looks like a
combination of distributed resources and load dropping may be feasible to defer the
building of new transmission lines. He said a phone line has been set up for people to
contact PG&E with their concems. The phone number is (925) 866-7383.

Ms. Ayala asked if PG&E has any Y2K concems.

Mr. McGee said PG&E is in the process of bringing its systems up to Y2K
compliant.

Ms. Acosta mentioned the City will be holding a commtmity forum sometime in
September regarding Y2K.

Mary Roberts, 1666 Vineyard, had concems that there will not be enough power
to supply the development already approved. Therefore can anything else be approved
until the year 2002?

Mr. McGee said it is his understanding that any additional projects that have not
been approved thus far will not be built until after 2002.

Andrew Donasary said the 20 megawatts that have been added will take care of
the existing load until the year 2000. By next year another 20 megawatts will be added to
take care of the approved growth.

Ms. Michelotti asked if he was stating that there was enough capacity to build out
what has been approved.

Mr. Donasary said one circuit will be installed from San Ramon to Pleasanton to
take care of the area and then another circuit will be installed to take care of the Tri-
Valley area, which will supply power until the year 2002.

Mayor Tarver restated that PG&E is solving the problem in the short term by
doing upgrades to the system. But in the long term one of the alternatives will need to be
built.

Pleasanton City Council 8 07\06\99
Minutes
