Mr. Lum said the process varies in terms of arrangement for water and sewer for <br />any development. It is typical that existing residents along a new sewer and water line <br />would get preferential treatment. The golf course situation is different because the <br />infrastructure goes beyond what the existing development needs. It would be unusual to <br />ask a developer to pay for infrastructure throughout an entire area that is not needed to <br />service the area. <br /> <br /> Ms. Ayala asked what the rationale was in asking for the additional cost <br />reduction. <br /> <br /> Mr. Lum said the residents feel the sewer and water are the only tangible benefits <br />that they are receiving from the annexation. The City has tried to explain the benefits of <br />the Specific Plan. Some of the residents feel the cost should be lowered and some feel <br />overall the annexation is not worthwhile. <br /> <br /> Ms. Ayala asked if staffknew what the cost was in 1983 when the annexation was <br />first being considered. <br /> <br /> Mr. Lum said approximately $2000. The cost now includes a $5000 increase <br />from Dublin San Ramon Sanitary District for the regional connection fee. <br /> <br /> Ms. Michelotti said the recommended approach results in $850,000 being <br />transferred from existing homes to new development, with the City's cost increasing by <br />an additional $421,000. <br /> <br /> Ms. Dennis asked if the ten lots proposed to pay for the by-pass road would in <br />fact cover the cost for the road. <br /> <br /> Ms. Acosta said the new financial arrangement has shifted the funding for the <br />bypass road to the bond proceeds. <br /> <br /> Ms. Dennis asked if there was any additional General Fund requirement for the <br />construction of the bypass road. <br /> <br /> Ms. Acosta said the revenue from the golf course will pay for the bypass road <br />over time. Any additional mitigation that is required from the environmental agencies or <br />unanticipated costs may need to be absorbed by the City. <br /> <br /> Ms. Ayala asked how far is the project in the process? <br /> <br /> Mr. Lum said the level of mitigation for the habitat area is not yet determined. <br />This could affect the project severely.
