Ms. Michelotti understood 800,000 cubic yards of dirt is going to be moved <br />around the golf course property and asked how much dirt was going to be moved or <br />removed for the bypass road. <br /> <br /> Mr. Swift said approximately 800,000 cubic yards of dirt would be moved on the <br />golf course and a considerable amount would need to be removed or moved around for <br />the bypass road. <br /> <br /> Ms. Michelotti asked if the only time approvpriate time to address the design <br />guidelines was at this hearing? <br /> <br /> Mr. Swift said yes. <br /> <br /> Ms. Michelotti understood that the City is making an initial payment of $662,500. <br />Did this amount result from the City Council's accepting the Alisal Improvement Club's <br />proposal? <br /> <br /> Ms. Seto said no, the initial payment is for compensation for the land. The <br />infrastructure cost difference would be an additional cost. <br /> <br /> Ms. Michelotti said the Memorandum of Understanding allows the City to acquire <br />the property for the golf course and the units to be developed are in exchange for the <br />value of the land. <br /> <br /> Ms. Ayala asked why the cost allocation method for water and sewer changed. <br /> <br /> Mr. Lum recapped that staff had recommended that the core water system being <br />constructed by the golf course be proportioned out to all property owners, new and <br />existing. The Alisal Board recommended, and the City Council agreed, that it be <br />proportioned to the existing property owners on an incremental basis and that all new <br />development would share the rest of the cost. Subsequent to that decision, other people <br />became involved and brought forth a new proposal that the City pay for some of the <br />existing property owner's share. They believe the funds could be generated by raising <br />the green fees for use of the golf course. <br /> <br /> Ms. Ayala asked staff to recap the green fees report. <br /> <br /> Mr. Lum said the analysis for revenues to be generated from the golf course is a <br />market driven analysis. The report states in order to be competitive the fees should be set <br />at comparable courses and not set too high. <br /> <br /> Ms. Ayala asked if the cost allocating process for water and sewer followed the <br />usual procedure. <br /> <br />Pleasanton City Council 12 07\06\99 <br />Minutes <br /> <br /> <br />
