Mr. Pico asked if the approval for the Smathers house was approved prior to or <br /> after the August 1998 meeting when annexation was requested. <br /> <br /> Mr. Swift said the house has been approved since 1993. <br /> <br /> Ms. Michelotti asked in regards to the Fuller property, if 7.5 acres was under the <br /> 670 foot elevation. <br /> <br /> Mr. Swift said approximately 22 acres is below the 670 elevation mark. If the <br /> property owners were to seek development an updated survey, as well as a topographic <br /> map, would need to be done. One of the requirements would be to calculate how many <br /> acres are above or below the 670 elevation mark. <br /> <br /> Mr. Pico asked if the water and sewer lines were being provided by the City or the <br /> property owners. <br /> <br /> Mr. Swift said the preannexation agreement requires the systems to be private. <br /> The sewer line that is partially in place will be maintained by the two property owners. <br /> The private lateral to the old Montgomery house is being relocated and improved with a <br /> much better system. The City has reviewed the system for adequacy in the event of a <br /> fire. <br /> <br />· -- Ms. Ayala asked how many other pieces of property are left that could be <br /> approved by the County. <br /> <br /> Mr. Swift said since the adoption of the three-way agreement, the County gives <br /> notice to the City, and the City can review the plan against City standards and makes <br /> recommendations. <br /> <br /> Vice Mayor Ayala would like to be more in control of what is approved. She <br /> declared the public hearing open. <br /> <br /> There were no speakers on this item. <br /> <br /> It was moved by Ms. Michelotti, seconded by Vice Mayor Ayala, to adopt <br /> Resolution No. 99-087, finding that the proposed prezoning would not have a <br /> significant effect on the environment and approve the Initial Study and Negative <br /> Declaration; find that the project has a de minimis impact on the site's wildlife; and <br /> find that the prezoning is consistent with the General Plan. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers - Michelotti, Pico and Vice Mayor Ayala. <br /> NOES: None <br /> ABSENT: Councilmember Dennis and Mayor Tarver. <br /> ABSTAIN: None <br /> <br /> <br />
