Mr. Pico felt putting the liner in the old pipeline would help it be more <br /> structurally sound. He said he could ask LAVWMA the question, but felt it would not <br /> make a difference in the decision that is made tonight. <br /> <br /> Ms. Michelotti made a motion to take the option of seeking an easement and <br /> putting in a dual pipeline to the LAVWMA Board. She felt saving $2 million was worth <br /> the try, but stated she did not want to delay the project any longer than necessary. <br /> <br /> Mr. Pico withdrew his motion. He argued any attempt to change to a one pipeline <br /> option at this point in time, would be met with very strong resistance and seen as a <br /> political betrayal. He felt it could ultimately destroy the pipeline expansion. He did not <br /> want to proceed or create an issue. He questioned whether the single pipeline would stay <br /> at the 41.2 mgd capacity. He would not support a motion for a dual pipeline. <br /> <br /> Ms. Michelotti had a problem with taking a pipeline that failed and trying to save <br /> it. She felt it was a good idea if the construction could be done in one process and save <br /> money at the same time. <br /> <br /> Vice Mayor Ayala placed faith in the LAVWMA representatives. She wanted to <br /> uphold the intent of the election but also wanted to proceed with the most practical and <br /> cost savings course of action. <br /> <br />- Ms. Michelotti understood the BART easement might be used. She had concerns <br /> that BART had not participated in the discussion of this alternative. <br /> <br /> Mr. Lum said the LAVWMA Board believes it can put both pipes in the BART <br /> easement, although they were still researching and verifying the language of the easement <br /> to ensure both pipes could be placed in the easement. Staff has not heard back from <br /> LAVWMA. LAVWMA is pursuing a course of action of putting both pipes in the <br /> easement without any burden on BART should any relocation be required in the future. <br /> <br /> It was moved by Ms. Michelotti, seconded by Vice Mayor Ayala, directing <br /> the LAVWMA representatives to take back to the LAVWMA Board Council's <br /> wishes to stay with the previous alignment; obtain the easement in the parking lot;- <br /> hold discussions with BART representatives regarding using the BART easement; <br /> and rescinding the request for a single pipeline. <br /> <br /> Mr. Pico asked if Ms. Michelotti was rescinding the previous decision to explore <br /> the one pipeline alternative. <br /> <br /> Ms. Michelotti said that is not part of the motion. <br /> <br /> Mr. Pico said there is an item on the LAVWMA Board's agenda to pursue <br /> Pleasanton's request for a one pipeline alternative. He said it would be extremely helpful <br />.... to have the City Council rescind that request. <br /> <br /> <br />
