It was moved by Mr. Pico that the City Council withdraw its direction to the <br /> LAVWMA representatives to investigate the one pipeline configuration and <br /> proposed alignment through the City of Pleasanton and direct the representatives to <br /> advise LAVWMA to avoid any unnecessary impact to the trees and expand the <br /> easement. <br /> <br /> There was no second. <br /> <br /> Vice Mayor Ayala wanted to ensure that politics would not get in the way of <br /> practicality. She hoped the representatives would accomplish a labor and cost savings <br /> effort. <br /> <br /> Mr. Pico said a dual pipeline was put to the voters and the original proposal <br /> appears to be the best proposal that continues to comply with the direction of the voters <br /> and has the least disruption to Stoneridge Mall. He said the pipeline is failing and he <br /> would like to continue to pursue a replacement pipeline as fast and cost effective as <br /> possible. He said it is unacceptable politically to shift to a one pipeline alternative <br /> through the City of Pleasanton. He did not want to hold up the pipeline any longer. <br /> <br /> Ms. Michelotti understood the new pipeline is not a dual pipeline. <br /> <br /> Mr. Lum said the pipeline is a hybrid single pipeline through Castro Valley but a <br />.... dual pipeline the remainder of the distance. <br /> <br /> Ms. Michelotti understood it is not a dual pipeline because the old pipeline is <br /> failing and cannot be saved. The Measure that the people voted on stated there might be <br /> changes made. <br /> <br /> Mr. Roush said the other measure that was also on the ballot did leave open the <br /> possibility that for whatever reason if the dual pipeline could not be built another pipeline <br /> could be installed, as long as the capacity did not change. <br /> <br /> Ms. Michelotti liked the altemative of acquiring an easement to minimize the <br /> disruption around the Stoneridge Mall and possibly save $2 million. <br /> <br /> Vice Mayor Ayala felt if the new pipes are designed more seismically, wouldn't <br /> one pipe suffice? <br /> <br /> Mr. Pico said the LAVWMA engineers and the technical advisory committee <br /> have looked at the specific design standards. He said the questions have been asked and <br /> answered. He wanted to stay with the original recommendation. <br /> <br /> Ms. Michelotti understood the newer pipe is far superior to the old pipeline in <br /> taking earthquake stress and that the old pipeline would fail a lot sooner than the new <br /> pipeline. <br /> <br /> <br />
