Mr. Lum said it is approximately 20 feet deep where the pipe crosses the
southerly loops on the Foothill interchange. Another alternative looked at placing the
pipe approximately 10 feet deep and move it more southerly of the interchange. This
idea was abandoned because of the additional cost and the congestion of utilities in that
area. LAVWMA therefore is recommending staying with the current alignment.

Ms. Michelotti understood the new pipe would have more flexibility to withstand
disruption from the earthquake fault.

Mr. Lum said the old pipe was not seismically designed to cross an earthquake
fault. The pipe will be designed with seismic joints to allow for displacement during an
earthquake.

Ms. Ayala asked how long the new pipe and relined pipe would last.'?

Mr. Lum said the new pipe is expected to last forty to fifty years and the relined
pipe should be like new. Also the section of existing pipe that is being relined has not
experienced the deterioration that the gravity portions of the pipe have experienced. The
section in Pleasanton does not have any deterioration, so relining the pipe will make it as
good as new.

Ms. Ayala asked why the pipe needed relining if there is no damage.

Mr. Lum said the idea was reline the pipe to avoid any potential problems.
LAVWMA has considered delaying the relining in portions as a way to lessen the cost.

Ms. Michelotti thought the relined pipe had a shorter life span than the new pipe.

Mr. Lum said it could be debated about the useful life of a relined pipe. He felt it
was fair to say that the portions that have not deteriorated have a better chance of being
brought back to life by relining.

Ms. Michelotti understood if there was one pipeline installed and the existing
pipeline would be filled with cement, the new pipeline would have the same capacity as a
dual system.

Mr. Lum said that is correct.

Vice Mayor Ayala asked if there were any speakers for this item.

There were no speakers.
