averages about one accident a year for the past five years. Three accidents were rearend <br /> collisions in the morning and one was a DUI late at night. None of those accidents would <br /> have been prevented by a traffic signal. <br /> <br /> Mr. Tarver asked how staff determines what improvements are necessary to be <br /> installed to handle traffic in the City. <br /> <br /> Mr. Lum said staff uses the volume and capacity ratios for intersections and <br /> capacity issues. For example, Stanley and Bemal is a location where there is a fair <br /> number of accidents and the volume to capacity ratio is approaching LOS D and E. A <br /> second rated fee project is a section of Bemal south of Stanley. There is a high number <br /> of accidents at that location and there is a new fire station being constructed near there, so <br /> staff is concerned about access. <br /> <br /> Ms. Michelotti referred to the traffic light proposed for Muirwood and Foothill <br /> and asked whether the roadway had to be lowered to assist sight distance. <br /> <br /> Mr. Lum felt the sight distance coming out of Muirwood South was not bad. <br /> Staff considered an interim improvement to widen that intersection, add a turn lane and <br /> add the traffic signal at a cost of $255,000. <br /> <br /> Ms. Michelotti asked how that affected people coming north on Foothill, <br />-- approaching the traffic signal. <br /> <br /> Mr. Lum said that transition can be made to work, although staff has not reviewed <br /> it yet. <br /> <br /> Ms. Dennis asked if the traffic signal at Muirwood could help the people at <br /> Laguna Oaks by providing traffic breaks so they could get in and out. <br /> <br /> Mr. Lure said that could create gaps in traffic. <br /> <br /> Mr. Tarver expressed his appreciation for the "Replacement Plan" report provided <br /> by staff. The document is a great step forward in making sure equipment is available <br /> when needed. He had concems about the heavy equipment, fire equipment, and general <br /> equipment replacement cycles. Some of them are not replaced until ten or fifteen years. <br /> He wanted to make sure there is money for replacement when necessary and that staff <br /> does not try to extend the life of the equipment. With regard to computers, it appears <br /> they are all replaced in one year (every four years). He felt it would be more realistic to <br /> do that on a three year cycle and replace a third at a time. There seemed to be periodic <br /> spikes in replacement costs and he felt that should be averaged out better.
