MINUTES <br /> OF THE <br /> WORKSHOP AND SPECIAL CITY COUNCIL MEETING <br /> OF <br /> JUNE 22, 1999 <br /> <br />CLOSED SESSION <br /> A closed session was held at 6:15 to confer with Real Property Negotiator <br />Deborah Acosta regarding potential purchase of the San Francisco Bemal Avenue <br />Property. <br /> <br />BUDGET WORKSHOP <br /> <br /> The meeting was called to order at 6:30 p.m. by Mayor Ben Tarver. <br /> <br /> Those in attendance were Councilmembers Kay Ayala, Becky Dennis, Sharrell <br />Michelotti, Thomas P. Pico, and Mayor Ben Tarver. Staff members present were <br />Deborah Acosta, City Manager; Michael Roush, City Attorney, Steven Bocian, Assistant <br />City Manager; Susan Rossi, Director of Finance; and Randall A. Lum, Director of Public <br />Works. <br /> <br /> Ms. Acosta gave a brief introduction regarding the budget and indicated staff was <br />available to answer any questions. <br /> <br /> Ms. Dennis referred to the budget allocations for the golf course and asked how <br />the CAPP initiative could affect the golf course. <br /> <br /> Ms. Acosta responded that it depends on whether the PUD plan is approved by <br />Council before the CAPP initiative goes before the voters. The plan is expected to be <br />before Council on July 6, 1999 and the annexation of the golf course and other areas will <br />be before Council on July 20, 1999. If the PUD is approved, it will not be subject to the <br />election process unless Council chose to put it on the ballot. There is a timing <br />consideration as to the annexation due to the LAFCO approval. LAFCO has had its <br />hearing and agreed to the annexation. Now Council must make a final decision <br />concerning the annexation within a certain time period. <br /> <br /> Ms. Michelotti asked when Council would review the development plan and the <br />housing plans. <br /> <br /> Ms. Acosta indicated that was part of the PUD process. There will be a builder <br />who will construct some of the homes for the property owners. The PUD would approve <br />the development plan and lots. This is a city approved project and there will be an MOU <br />that deals with consideration to the property owners who are selling their property to the <br />City and also with the transfer of housing development rights. <br /> <br />Pleasanton City Council 1 06/22/99 <br />Minutes <br /> <br /> <br />
