Mayor Tarver indicated his recommendation is for one committee made up of 19
members. He believed that a larger single committee, with a mix of representatives, would be a
better group. If the Council wanted two smaller groups as originally advertised, it would need to
readvertise.

Ms. Michelotti said there are additional people who did not get appointed to either
section. Would he entertain going back to the group asking if there was anyone interested in
switching from commercial to residential?

Mayor Tarver said the residential members are supposed to be residents and the
commercial members are ones who own property in the downtown area. There was not a lot of
residential interest in the committee. He encouraged everyone who did not get selected to
participate in other ways.

Ms. Michelotti asked about option two.

Mayor Tarver said option two would increase the number to twenty-four.

Mayor Tarver asked for public testimony.

Cliff Waiters, 2666 San Carlos Avenue, San Carlos, representing the Pacific Locomotive
Association (PLA) asked if one of its members could be added to the Committee. He named
other community groups the PLA is involved in. He mentioned the Niles Canyon Task Force
that the City of Pleasanton has been asked to join for the coordination and funding of
transportation and recreation projects in Niles Canyon. He said the PLA can make an important
contribution to the Downtown Specific Plan as the train plays an integral part in the overall plan.

Gerry Dewees, 1748 Beachwood Way, said he loves the downtown area. Through wise
planning and careful execution the City has been able to maintain a quiet country downtown
atmosphere. He would like to be a part of the task force to help keep Pleasanton economically
viable yet continue to have a peaceful, quiet country atmosphere. He felt he had a lot to offer and
Pleasanton had a lot to gain.

Gary Fletcher, 4042 Muirwood, corrected the staff report to read: Thomas Layer should
be Thomas Archer and Michael Osterman should be Michael Hosterman. He asked why William
Struthers was not listed trader the nineteen member committee. If Council decides on
Alternative No. 2, the people listed as No. 4, 5, and 6 may not want to participate on the
Commercial Committee. He said if the item needs to be readvertised it might be wise to direct
mail to those in a specific district to see if someone is interested. There is a distinct difference
between the Downtown Association and the makeup of various Pleasanton Downtown
Association Committees. There are at-large people participating on the various Pleasanton
Downtown Association committee's. The distinction is important because there are people who
feel that Pleasanton residents shotrid not be allowed to participate on any committees unless they

Pleasanton City Council 28 05/18/99
Minutes
