Janet E1 Gommel, 865 Clara Lane (Lot 6), said she has no intention of developing in the <br /> foreseeable future and is concemed about the plan cutting her property into two pieces so that <br /> Lot No. 3 can develop without having to put a road through Lots No. 1 and 2. She is not <br /> contesting the right to develop or rim the nursery but feel that Lot No. 3 should have the burden <br /> of the roads on his property and not on hers. She feels the City will pressure her to construct the <br /> road that will adversely affect her property while benefiting Lot No. 3. She has heard from staff <br /> that the are no immediate plans to develop Lot No. 3. If this is the case, she asks that this matter <br /> be postponed so a road will not be developed cutting her property into two pieces, making one of <br /> which will be unusable. <br /> <br /> lrmeli Vatanen for Brian Lin, 1504 Redwood Drive, Los Altos, had a concern with the <br /> requirement of planting the vineyards before the final 25% of the housing can be developed. She <br /> asked where this requirement is listed in the documentation. <br /> <br /> Mr. Rasmussen said it is written in the Specific Plan. The Specific Plan actually states <br /> that the vineyard has to be completed before 50% of the homes are developed. Staff is <br /> recommending that this amount be changed to 25%. The change is listed in the attachment to the <br /> Resolution. <br /> <br /> Ms. Vatanen understood the vineyards currently belong to the vineyard estate, but with <br /> this project they would belong to all the houses. The problem she has come across is that Mr. <br /> Lin might want to retain the vineyard estates for himself and only sell the other lots. In that case <br />- he would have to run the vineyards himself before the other homes are developed. She would <br /> like the two issues separated; only require the vineyards to be planted before the vineyard estates <br /> are built. She has talked to several winery's and they have no desire to grow vineyards <br /> organically because it is too expensive. <br /> <br /> Mark Posson, 3036 Chardonnay Drive, said there is considerable concern about traffic, <br /> noise, and cut-through traffic, specifically in the Vintage Hills neighborhood. The Planning <br /> Commission did take some measures to mitigate the impacts, but not far enough to offset all of <br /> the impacts. He said the models used underestimate the traffic noise. The noise model used by <br /> the consultant is typically used for constant levels of noise, such as traffic from freeways. The <br /> traffic on Vineyard fluxuates. He asked Council to consider the mitigating meausres he <br /> recommended in a letter or look at his comments to the Planning Commission at the April 25 <br /> meeting. <br /> <br /> Ms. Michelotti asked him where he expected the cut-through traffic to come from. <br /> <br /> Mr. Posson said the Environmental Impact Report states there might be cut-through <br /> traffic as a result of this development. <br /> <br /> Brian Arkin, 3740 Newton Way, said this project only adds to all the existing problems <br /> and asked Council not to approve this project.
