Janice Decker, 6803 Corte Salcedo, said one of things that makes Pleasanton great to live <br /> in is the agricultural land and its heritage of farming and ranching. She would hate to see that <br /> heritage lost because of more development. She has been involved with the livestock at the Fair <br /> for nine years. She felt this program offered many valuable life skills and education. Up until <br /> last year the 4-H program was able to use the San Francisco property, but because of pending <br /> development they have been asked to move. The program has moved to the Vineyard Corridor, <br /> which she hoped they would be able to continue. She felt it was important for the City of <br /> Pleasanton to be represented at the Alameda County Fair. This proposal would have a great <br /> impact on which animals would be raised for the Fair. She asked Council to consider the youth <br /> when making its decision. <br /> <br /> The public heating was continued to be heard after Item 6b. <br /> <br /> There was a break at 9:05 p.m. <br /> <br /> The meeting reconvened at 9:13 p.m. <br /> <br /> Item 6a <br /> Presentation by the Alameda County Transportation Authority on the proposed extension <br /> of the Transportation Sales Tax Measure. (SR99:141 ) <br /> <br />.... Randy Lum presented the staff report. <br /> <br /> Christine Monsen, Executive Director of the Alameda County Transportation Authority, <br /> gave a presentation on the expenditure plan and the current efforts to bring the Transportation <br /> Sales Tax Measure before the voters again. Ms. Monsen said the objective tonight is to hear <br /> from the Pleasanton City Council on how to strengthen the 1998 expenditure plan. She went <br /> through the process used in developing the expenditure plan. She said the existing program will <br /> stop March 31, 2002. The 1998 expenditure plan was endorsed by every city in the County as <br /> well as the Board of Supervisors and numerous community groups. She described where the <br /> money would be used. She was hoping to have a draft plan available next month, an approved <br /> plan by the end of next year and be able to approach voters next fall. If the sales tax is not <br /> continued there will be a lack of funding to backfill street maintenance needs and paratransit <br /> services. She would like the following questions answered: were there fatal flaws in the plan, <br /> what gamered a lot of support, and what things should be increased or decreased? <br /> <br /> Mayor Tarver asked for public testimony. <br /> <br /> Brian Arkin, 3740 Newton Way, felt the developers needed to provide more funding. <br /> <br /> Tom Gill, 4540 Muirwood Drive, felt the current plan should include safety features, <br /> increased capacity and how to relieve the congestion on Highway 4 and the interchange at <br /> 1-680/I-580. <br /> <br /> Pleasanton City Council 12 05/18/99 <br /> Minutes <br /> <br /> <br />
