The roll call vote was as follows:
AYES: Councilmembers Ayala, Dennis, Michelotti and Mayor Tarver.
NOES: Councilmember Pico.
ABSENT: None.
ABSTAIN: None.

Ms. Acosta indicated that all questions, either from the public or Council, should be
submitted to her.

Item 6d
Report of the City Council/Pleasanton Unified School District Liaison Committee (School
Impact Fees}. (SR99: 120)

Ms. Ayala explained the reason she asked for this to item to be agendized is because there
was so much public interest on the issue. She indicated that a workshop is going to be held
Wednesday, May 5, 1999, at 4:30 p.m.

Mayor Tarvet asked what limitations or restfictions are there on the City from collecting
operational funds for schools. He has heard that if there is no more development there will be no
funding for schools. The school impact agreement in place guarantees funding for the needed
schools. Additional growth is not required to build the schools that are needed for the growth
that has already happened.

Ms. Michelotti asked if a determination could be made as to how many schools would be
needed if the San Francisco property development does not happen, or if the number of units are
reduced.

Mayor Tarver said even if there is no more development there will eventually be over
5000 high school students in two locations. If the objective is to reduce the class sizes, then
Pleasanton will need to build another high school, with or without any more development.

Ms. Michelotti said the objective is to look into what the community wants and work out
what is the solution to reach that objective.

Ms. Dennis asked if the Vineyard Corridor Specific Plan is not approved, are there any
siting contingencies for the school.

Ms. Ayala said the siting of the schools is an issue. It is not just the numbers that need to
be looked at, but also where the schools are located. The demographic report does show with
just the approved development to date, the City will need another elementary school. So if the
Vineyard Corridor Specific Plan is not approved, the question is will it still be logical to
construct a school site in the Vineyard Corridor.

Pleasanton City Council 15 05/04/99
Minutes
