Mr. Roush said in order to add the item to the agenda, the Council would have to find by a 4/5ths vote that it is an item that arose after the agenda was posted and it is necessary to add the item to the agenda tonight. Mr. Pico felt waiting two weeks to place this item on the next agenda would be too late to address the issue. It was moved by Mr. Pico, seconded Mayor Tarvet, to add an emergency agenda item to discuss the City Attorney's impartial analysis of Measure P for the special election on June 8, 1999. Ms. Dennis was not clear as to what the discussion would entail, because Council would need a staff report in order to understand the fiscal impact. Mr. Pico said Council could ask the City Attorney to make a determination as to whether his impartial analysis should have made reference to the long term fiscal impact and if it is his determination that it should have, then direct the City Attomey to take what corrective action is appropriate. Ms. Ayala did not have a problem adding it to the agenda. Ms. Michelotti did not support the motion as she felt there had been plenty of time before the ballot was printed to discuss this issue. The roll call vote was as follows: AYES: CouncilmembersAyala, Pico, and Mayor Tarver. NOES: Councilmembers Dennis and Michelotti. ABSENT: None. ABSTAIN: None.
