Mr. Grassi said the exact dates would not be given as to when the monitoring devices will
be used. The report will be based upon which type of airplanes fly during the two week period.
It is hard to determine which airplanes will be flying at that time, but the consultant will do its
best to try and coordinate the devices so they cover a wide variety of airplanes.

Ms. Michelotti pointed out the study costs $88,000. She had confidence in the consultant
to provide expertise on this issue. She supported the study. She wondered how many times the
monitoring would take place. She encouraged the public to attend all the meetings as outlined in
the study. She also agreed the process needed to be a cooperative effort between communities to
try and resolve the issues.

It was moved by Ms. Ayala, seconded by Ms. Michelotti, to direct staff to proceed
with the proposed study of the issues surrounding the Livermore Airport, to approve the
consultant agreement with Brown-Buntin Associates in an amount not to exceed $88,180,
and to authorize its execution by the City Manager.

Mr. Pieo made a substitute motion, seconded by Mayor Tarvet, to proceed with the
proposed study of the issues surrounding the Livermore Airport; to approve the consultant
agreement with Brown-Buntin Associates in the amount not to exceed $88,180, to authorize
its execution by the City Manager; and to direct staff to discourage any residential
development proposals for the Staples Ranch project until after the study is completed.

Ms. Dennis had a concem that the Staples Ranch project was not included in the staff
report and that people may want to comment on the change made to the motion.

Mr. Pico said the item was agendized and that his motion was related to the item.

Ms. Acosta said the options on the Staples Ranch property have lapsed. The County is
looking at developing the existing approvals on the property, which do not include residential
housing.

The roll call vote on the substitute motion:
AYES: Councilmembers Ayala, Dennis, Pico, and Mayor Tarver.
NOES: Councilmember Michelotti.
ABSENT: None.
ABSTAIN: None.

There was a break at 8:50 p.m.

The meeting reconvened at 9:05 p.m.

Pleasanton City Council 12 05/04/99
Minutes
