the City to get an advocate for the city to research and figure out solutions on how to control the
airport. He felt a long term study needs to be done to look at legalities of what the airport is
doing, the behavior in the past, and what it plans on doing in the future. He expressed his
concern about the safety of the children at Mohr Elementary.

There were no other speakers.

Ms. Dennis asked if the study would only be restricted to noise generated from takeoffs
and landings? Will different types of aircraft be studied?

Mr. Grassi said the scope of the study calls for a study to be done in the summer and in
the winter. It will be an on-going 24-hour study covering a period of two weeks. Based upon the
data that is collected, the consultant will be able to determine within a range what type of aircraft
was operating at a certain time based upon the noise wave.

Ms. Dennis said she is exposed to the small aircraft noise. She felt there could be
procedures for the pilots to follow depending upon what type of aircraft they fly. She asked if
any information would be gained by the study regarding the effectiveness of the mitigation
measures already in place?

Mr. Grassi said it is something that could be looked at. The monitors were going to be
established outside. He will talk to the consultant about doing monitoring from the inside of a
building. The problem with monitoring inside a building is the background noise.

Ms. Dennis suggested putting it in a room inside the school that is not being used.

Mayor Tarver said he feels Livermore views the airport as its airport and a valuable
resource to the community of Livermore. He also believed that the two cities need to work
together to keep the airport in existence, but in a way that is better for both communities. Dublin
is about to approve housing north of the airport and the options will be limited in the future if the
communities do not work together. He had a hard time believing that none of the investigations
have led to illegal practices when planes are practicing their flight skills over residential areas.
He couldn't stress enough how everyone needs to work together to come up with a procedure to
follow and let people know the process. He felt there was a way to work out a process that is
more sustainable. He supported proceeding with the study, but that the study is not a one-time
event. He would dedicate more resources and see an on-going program established. He was
looking forward to working with the City of Livermore, the Airport Commission, the Airport
Managers, and the community.

Ms. Ayala hoped the monitoring would be done on a confidential basis to ensure that all
different kinds of airplanes are included in the noise report.

Pleasanton City Council 11 05/04/99
Minutes
