Mr. McKeehan said he would take pictures in March to present a slide presentation later in <br />the year. <br /> <br /> Ms. Acosta said if Mr. McKeehan was willing, the item could be included in the video <br />newsletter to educate the public. <br /> <br /> Mr. McKeenan said the area is not open to the public so a tour would need to be arranged <br />through Signature Properties. <br /> <br /> Mayor Tarver felt the video newsletter would be an excellent idea. <br /> <br /> Brian Swirl said the Moller Ranch habitat area has been in existence for approximately one <br />year. He said Dr. Samuel McGinnis is directing several minor modifications to enlarge and <br />improve the overall habitat of the pond in anticipation of stocking the pond with native fish this <br />summer and petitioning the U.S. Fish and Wildlife Service for permission to stock the pond with <br />eggs and/or larva of the red-legged frog and the tiger salamander in the spring of the year 2000. <br /> <br /> Ms. Dennis reiterated she would like a visual presentation of this area as well in order to <br />educate the public. <br /> <br />Item 6b <br />Water Rates Adjustments for Calendar Year 1999. (SR99:72) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Mayor Tarver asked if the discounts offered to the seniors and low income households <br />caused other residential customers to have about a two percent increase, which means the real <br />increase to most customers would be 4.8% plus the two percent to cover the senior citizens. <br /> <br /> Mr. Lum agreed. <br /> <br /> Mayor Tarver declared the public heating open. <br /> <br /> Geoff Cooper, 7534 Flagstone Drive, said an increase in the water rate is inevitable. He <br />said Zone 7 is telling the City that it will lose Del Valle or impose large increases in water rates. <br />He could not believe the City could be within two years of a shortfall and has not heard about it. <br />He referred to the notice of intention to circulate an initiative petition for a binding water supply <br />and water quality preservation policy for Alameda County Flood Control, Water Conservation <br />District, Zone 7.
