Item 6e
PUD-98-08, Passport Homes
Application for Planned Unit Development rezoning and development plan approval of an
approximately 64-acre lot into six new single-family residential lots, one lot for the existin~
residence, and one open space lot, located at 11115 Dublin Canyon Road. The property_ is
prezoned PUD (Planned Unit Development.) LDR/RDR/PHS (Low Density Residential/Rural
Density_ Residential/PublicHealth and Safety) District

Also consider the Negative Declaration prepared for the proiect. (SR99:76)
Brian Swift presented the staff report.

Mayor Tarver asked if the Park District had any desire to get any kind of staging area in that
vicinity.

Mr. Swift said a number of conversations have been held with the Park District concerning
access. The agreement that Pleasanton entered into with Hayward and Alameda County requires
that when projects are approved on the base of the ridge that the City seek to maximize public
access through those properties to the Ridgeland. This is a small short cul-de-sac and has a
topographic situation such that the only way from this cul-de-sac to anywhere else is basically
down a straight hill. The ideal place to reach the Pleasanton Ridgeland Park in this vicinity is
through the property immediately south of the Panganiban property. The City has long planned to
-- develop a major staging area there when the property owners submit plans.

Mayor Tarver asked when the pro rata share would be collected in order to improve the
intersection at Canyon Way and Foothill Road.

Mr. Swift said the project would be out to bid in the late spring and finished before the busy
season starts for the Mall. The Hines project is contemplating bringing its first building plans in for
pennits. He said the Hines project will pay for the cost of the improvements and then Hines will be
paid back over a period of time as other development takes place. He estimated the simpler of the
projects to be done in the year 2000, with the more complicated ones being done later. The
conditions are in place and the Hines project is moving forward.

Mayor Tarver asked if there was any mitigation for the view driving from 1-580 towards the
east.

Mr. Swift said the conditions state trees are to be planted there.

Mayor Tarver said the Golden Eagle project was supposed to plant trees to mitigate the
view, but he still sees the houses.

Pleasanton City Council 12 03/16/99
Minutes
