Ms. Michelotti asked if the idea of putting additional storage in the chain of lakes had been <br />explored. She asked if he would investigate this. <br /> <br /> Mr. Cooper said that would be an excellent concept. He had heard that the gravel mining <br />agencies did not want to do this because of the increased water pumping costs. But he had also <br />heard that one of the lakes was going to be used as a peak flood control mechanism. He said the <br />initiative only addresses boundary expansions and sewage recycling. <br /> <br /> Mayor Tarver felt the major cost to Zone 7 was the doubling of the cost to buy water. He <br />said growth is supposed to pay its own way. When people buy water, Zone 7 has a way to calculate <br />the cost per acre-foot for the life of the resident. If the State doubles the price of the water because <br />of demand, that should be passed onto the ratepayers. He thought perhaps Zone 7 was not <br />assessing the ratepayers enough. <br /> <br /> Mr. Cooper said there has been an enormous increase in population in the State of <br />California. He thought the water issue should be addressed at the State level. The issue has gotten <br />out of hand and therefore the initiative was drafted. <br /> <br /> There being no further speakers, the public hearing was closed. <br /> <br /> It was moved by Ms. Dennis, seconded by Ms. Michelotti, to adopt Resolution No. <br />99-026, amending the Master Fee Schedule to reflect the new water rates per staff <br />recommendations. <br />The roll call vote was as follows: <br />AYES: Councilmembers- Dennis, Michelotti, Pico, and Mayor Tarver. <br />NOES: None. <br />ABSENT: CouncilmemberAyala. <br />ABSTAIN: None. <br /> <br />Item 6c <br />Deferral of Sewer Rate adjustments for Calendar Year 1999.
