downtown specific plan update. He felt there would be more than enough opportunity for
everyone to participate in the process. He was more concerned with the short-term issues and
agreed with the recommendations made. He believed the City should continue discussing the
lease with the County and as soon as the lease agreement is signed, put in temporary parking.

Ms. Dennis would like people to be educated about the new zones. For example, give out
courtesy citations at first until the people are aware of the two-hour time zone.

It was moved by Ms. Ayala, seconded by Ms. Dennis, to continue negotiations for
purchase or licensing agreement for the Bank of America parking lot; continue discussions
with Alameda County for obtaining City use of the Alameda County Transportation
Corridor (Old Southern Pacific Rail Road right-of-way) from Bernal to Ray Street; mark
parking stalls on side streets as appropriate; support the Pleasanton Downtown
Association's remote employee parking concept; improve the existing temporary parking
lots on the County Transportation Corridor; continue review of enforcement practices and
fines; review need for expanded two hour parking limit zone on downtown side streets, and
provide recommendation to Council for any expansion; and continue to pursue with the
property owners removal of barriers and allow sharing of private lots.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, and Mayor Tarver.
NOES: None
ABSENT: Councilmember Michelotti.
ABSTAIN: Councilmember Pico

7. MATTERS INITIATED BY COUNCIL
Mr. Pico complimented the technical staff on the broadcast of the Council meetings.

Mayor Tarver referred to a letter from a concerned resident requesting assistance in looking
at alternatives for people who rent. He asked if there was interest in directing staff to examine the
alternatives.

Ms. Ayala asked if staff would report back to the Council.

Mayor Tarver said a public heating would be held to allow for public input.

Ms. Acosta said the item could be discussed at the priority workshop. Seconda~ly, a memo
will be given to all the Councilmembers which describes what the Housing Commission did with
the letter.

Pleasanton City Council 14 03/24/99
Minutes
