Item 6b. "'-
AP-94-05 (-94-08/Z-94-106) Robert Beebe
Appeal Of a deCiSiOn 9f ~h¢ Zoning Administrator approving (D a variance from the M~nicipal
code to permit the existing carpo_rt to encroach into the reo_uired side yard and front yard
setbacks; (2) a variance from the Municipal Code to permit the existing eight-foot, four-inch
property line fence; (3) design review for the existing ten-foot, three-inch high carport; and
design review fgr the existing eight-foot. four-inch property_ line fence. Zoning for this property
(1831 Tanglewood Way) is R-1-6500. (Continued from 8/2/94)

The public hearing which was continued from August 2, 1994, was closed. This item
was then removed from the agenda because Mr. Beebe had withdrawn his application.

7. PUBLIC HEARINGS

Item 7a.
Review of water charges including elevation chanzes. the senior discount. and irrigation
rates. (SR 94:283)

Randall Lum presented the staff report.

Mayor Tarver declared the public hearing open.

Frank C. Brandes, Jr., 6885 Corte Sonada, urged Council to restore the 20% discount
on water rates for senior citizens.

George Gunter, 1805 Greenwood Road, also spoke in favor of the senior discount. He
questioned why the residential water rate per unit is higher than the commercial rate. He further
stated that the old water rate was very simple and urged Council to return to a simple rate
structure rather than the complicated formula now in use.

Mr. Lum explained that the residential rate is higher because there is a greater demand
on the water system from residential users. Commercial uses are more uniform and residential
uses have more peak.~. Mr. Lum referred to a chart showing water usage in different classes
to explain how the charges (which included the cost of water and cost of delivery) were
computed.

Ms. Dennis clarified that rates are different to assure that one class does not subsidize
another.

Mr. Brandes asked how the change to the rate structure originated.

08/16/94
-4-
