Item 7b <br />AP-94-05 (V-94-08/Z-94-106) Robert Beebe <br />Appeal of a decision of the Zonin~ Administrator approvin~ {1) a variance from the <br />Municipal Code to permit the existing, carport to encroach into the required side yard and <br />front yard setbacks~ (2) a variance from the Municipal Code to permit the existing ei~_ht- <br />foot~ four-inch overheight property line fence~ (3) design review approval for the existin~ <br />ten-foot, three-inch high carport~ and {4) desi~_n review approval for the existin~ eight-foot, <br />four-inch overheight property line fence for the property located at 1831 Tanglewood Way. <br />Zoning for the property is R-1-6500. (SR 94:259) <br /> <br /> Mr. Iserson presented the staff report. <br /> <br /> Mr. Beebe, the applicant, had requested a continuance to 8/16/94. Due to the number <br />of people of people in attendance, Council determined to hear public testimony but to continue <br />the matter to 8/16/94, when Mr. Beebe will be able to attend the hearing. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Gordon G. Eyre, 1879 Tanglewood Way, expressed his objections to the fence. FIe <br />stated the fence was unsightly and he did not like its extension into the side yard. FIe cited all <br />the items, including vehicles, motorcycles, boats and trailers, stored in Mr. Beebe's back yard. <br /> <br /> ~Ioseph Goodrich, 1894 Tanglewood Way, indicated Mr. Beebe had presented three <br />drawings to the Planning Commission: one of the existing fence, one of the proposed <br />modifications, and a third design which was a higher fence and less attractive but within the <br />Code. Mr. Goodrich stated that Mr. Beebe said he would build the third design if the neighbors <br />did not agree to the second modification. Mr. Goodrich also objected to the corrugated tin <br />roof of the carport. <br /> <br /> Dee Klein, 1752 Tanglewood Way, and FIelen Purvis, 1897 Tanglewood Way, also spoke <br />in opposition to Mr. Beebe's fence. <br /> <br /> Nilda Crisostomo, 4992 Wingate Drive, indicated it is the responsibility of the <br />homeowner to obtain the necessary permits. The neighbors should not have to enforce the <br />Municipal Code. She cited procedures in Sunnyvale where a city vehicle patrols neighborhoods <br />to detect infractions. <br /> <br /> Mr. Iserson indicated the City of Pleasanton responds to complaints and does not patrol <br />the neighborhoods. <br /> <br /> Rene Goodrich, 1894 Tanglewood Way, cited other violations on Beechwood and <br />requested the City to investigate those properties.
