MATTERS INITIATED BY COUNCIL <br /> <br />Item 8a <br />Reconsideration of the application of R&S Lawn Service (SR94: 195) <br /> <br /> Mr. Swift presented the staff report. <br /> <br /> Steve Grimes, R&S Lawn Service, explained his efforts in accommodating all of his <br />neighbors and nearby businesses; they are in agreement with his proposal. He explained his <br />intent with the house that is located in the front of the proposed business location. He then <br />thanked Council for reconsidering this application. <br /> <br /> Ms. Mohr asked if the conditional use permit process is acceptable to the applicant. She <br />expressed her concern with allowing such a use at this time because in years to come, the use <br />not be appropriate for the area. <br /> <br /> Mr. Grimes did not believe that his business would effect the retail businesses of <br />downtown because it will be located in the back of a house. He was planning on landscaping <br />the front to show the type of work his landscaping business does and to use the front house for <br />retail (a salon). He found it difficult to agree to a conditional use permit because in five years <br />or so he could be told to leave, after putting all that he has in the business and possibly losing <br />everything. <br /> <br /> Mr. Roush suggested placing limits on the conditional use and reviewing it periodically. <br /> <br /> There was general discussion regarding non-conforming uses and conditional uses. <br /> <br /> Gary Schwaegerle, 189 W. Angela Street, spoke in support of this application. <br /> <br /> Ms. Scribner felt that the application/business was not appropriate for this location. <br /> <br />06/07/94 8 <br /> <br /> <br />
