Item 10d <br />Referral from the Pleasanton Library Commission a recommendation to the Board of <br />Supervisors for a _nronosed special tax for library services (SR94: 190) <br /> <br /> Mr. Bocian presented the staff report. <br /> <br /> There was general discussion regarding a separate (local) ballot measure and the County' s <br />survey. <br /> <br /> Mr. Pico questioned the funding for the library hours. <br /> <br /> Linda Wood, Alameda County Librarian, responded to Council's questions. She stated <br />that the County would continue to provide the same level of funding to each city which chose <br />to place its own measure on the ballot unless the State took revenues away from the County. <br />If the tax did pass in one city, but not in the whole district, it would fail because it would need <br />a 2/3 vote. Ms. Wood then explained why the extra hours currently in the contract were much <br />less then if additional hours were added. The County has only charged the cities only for the <br />personnel and overhead but not for numerous other costs, such as library materials, <br />administrative costs, etc. <br /> <br /> Sharrell Michelotfi, 7673 Olive Court, spoke in support of increasing the hours of the <br />library. She felt that the Council should move forward even though the citizens of Pleasanton <br />did not respond as supportive as others in the survey. <br /> <br /> George Gunter, 1805 Greenwood Road, supported the library being open seven days a <br />week. He was concerned with and questioned the leadership of Alameda County. Because he <br />planned on running for City Council in November he has been researching several issues. In <br />doing so, he questioned the library funding. Mr. Gunter asked that Council support conducting <br />another study. He commended staff for its work on the staff report. <br /> <br /> Ms. Acosta reminded Council that the staff is currently in the process of conducting a <br />study. <br /> <br /> Ms. Wood assured Council that the County cannot use the special tax for any other <br />purpose. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, to support the proposed staff <br />recommendations; 1) that a funding system be established to assure that the revenue generated <br />from the parcel tax be equally distributed throughout the Alameda County Library System based <br />on the source of revenue; 2) in the event that a City deems it necessary to utilize other than the <br />Alameda County Library to operate a City-owned library, that all revenue from the parcel tax <br /> <br />06/07/94 10 <br /> <br /> <br />
